Celebrating the Oregon Energy Strategy

The Clean Energy Transition Institute (CETI) has so much to celebrate this month that I am not sure where to start! I am choosing the release of the Oregon Energy Strategy, which made its debut on November 10, 2025, 20 months after the CETI team began providing technical and economic analysis to support the Oregon Department of Energy (ODOE)’s strategy development. We are so incredibly proud to have been part of this monumental undertaking, and we recommend that everyone in the Northwest clean energy ecosystem take the time to read this groundbreaking work.

In other good news, the Russell Family Foundation (TRFF) made the decision to award CETI an unexpectedly generous $40,000 grant from its Catalytic Climate Finance Program for general operating support. We are SO grateful to TRFF for this significant funding.

I also want to thank all who responded so generously to help us close the $170,000 gap in our budget that we are experiencing as a result of canceled federal funding that supported our contract projects. We are very grateful to you for this critical support. If you are inclined to give, you may do so by donating online or sending a check to 4616 25th Avenue NE, #416, Seattle, WA 98105.

As we navigate the financial challenges this budget shortfall created, we have made some changes to our team. Jeanna Deforeit voluntarily chose to step down as CETI's Development and Operations Director as of November 15. We hope to be able to continue to work with Jeanna as a Development Consultant. We have thoroughly enjoyed having her as a member of the CETI Team and are immensely grateful for all she contributed to our organization.

I am promoting CETI Communications Manager Jamie Ptacek to Director of Operations and Communications to assume Jeanna’s operational responsibilities. Jamie has excelled as Communications Manager during her two years with CETI and is eager to learn about nonprofit management. I am excited to share what I know about running nonprofits with her.  

Finally, we had to say farewell to CETI’s Research Intern Sabine Blumenthal, who ended her internship with CETI on November 4 to pursue her career as a teacher. Sabine contributed significantly to our mission this fall, particularly with updates to the Northwest Clean Energy Atlas, but also with her delightful presence. We wish her all the best in her new calling as a third-grade teacher, where we know she will be beloved.

Eileen and CETI Research Analyst Ruby Moore-Bloom celebrated the release of the Oregon Energy Strategy with Jeremy Hargreaves and the ODOE team in Salem this month.

Featured Work: Oregon Energy Strategy

This month, ODOE released the Oregon Energy Strategy, which identifies pathways to achieve the state’s energy and climate policy objectives. The strategy presents policy recommendations that reflect significant input from Oregonians who participated in a robust engagement process. It also includes analysis of the benefits and challenges of pursuing different decarbonization strategies.

Starting in April 2024, CETI worked with Jeremy Hargreaves of Evolved Energy Research, Elaine Hart of Sylvan Energy Analytics, Angela Long of Rockcress Consulting, Mitch Schirch, Sophia Chryssanthacopoulos, and Phil Jordan of BW Research, and the ODOE team to produce the energy modeling as well as the energy wallet, employment study, and additional complementary analyses that underpin the strategy.

Northwest Clean Energy Atlas

The CETI Research Team is putting on a series of Lunch and Learns to highlight resources available on the Northwest Clean Energy Atlas, including interactive visualizations that explore greenhouse gas emissions, energy resources and uses, utility service territories, energy equity, and energy jobs in the four Northwest states. Ruby will explain how to interact with the visualizations and answer any questions you might have. You will also have the chance to provide input on future data visualizations that would be helpful to your work on energy issues in the Northwest.

We are currently offering sessions for individuals working in advocacy, local government, and state government. If you work in one of those sectors and are interested in joining, please register for the appropriate session below:

WestTEC

The Western Transmission Expansion Coalition (WestTEC)’s 10-year transmission Horizon Report is currently under review by the WestTEC Assessment and Technical Taskforce (WATT) and Regional Engagement Committee (REC), the latter of which CETI is a participant. The draft report will be delivered to the Steering Committee by December 10, 2025, with an anticipated final release in early 2026. An overview of the draft 10-year Horizon Report was presented at the last REC meeting. A public recording of the meeting is available here if you are interested in learning more.

Demystifying Decarbonization: Electricity Markets

This month, Research Analyst Jeanne Currie demystifies electricity market dynamics in the West. This piece builds on two previous blog posts (An Intro to Electricity Markets for the Northwest and The Northwest's Path to a Day-Ahead Market), presenting updates on the two day-ahead markets that are vying to be the dominant Western regional energy market: the Extended Day Ahead Market (EDAM) and Markets+.

Founding Executive Director
Eileen V. Quigley is the Founding Executive Director of the Clean Energy Transition Institute (CETI), which works to accelerate an equitable clean energy transition in the Northwest, and has led CETI’s programs since 2018. Eileen has researched and written extensively about a wide range of decarbonization solutions since 2009, publishing numerous papers, reports, and blogs, and she speaks regularly about decarbonization solutions throughout the Northwest. Prior to founding CETI, Eileen spent seven years as Director of Strategic Innovation at Climate Solutions, where she oversaw programs that identified transition pathways off fossil fuels to a low-carbon future in Washington, Idaho, Oregon, and Montana and advanced clean energy solutions in cities and rural areas, aviation, carbon sequestration, and the electricity grid.
