Releasing CETI’s 2025 Impact Report

Today we are releasing the Clean Energy Transition Institute (CETI)’s 2025 Impact Report. CETI continued to provide valuable research, analytics, and convening in 2025 to accelerate an equitable clean energy transition in the Northwest despite federal efforts to stymie progress.

Our accomplishments include completing technical and economic assistance for both the Oregon Energy Strategy and Washington’s Comprehensive Climate Action Plan, as well as releasing two signature papers on scaling building decarbonization in Washington.

We also contributed to a study that looked at rural clean energy economics and community engagement on renewable energy projects, as well as one that examined the economic impact of transitioning Washington’s refinery workers.

We released an interactive story map that explored the benefits of community-scale solar and updated our Northwest Clean Energy Atlas with cool new visualizations. Our forum on the impacts of data center energy use on the Northwest clean energy transition was a huge success. We also worked hard on efforts to expand Western electricity grid transmission.

Our work is not possible without the financial support that our donors and foundations provide us and the many community partners we are privileged to work with throughout Idaho, Montana, Oregon, and Washington. Thank you ever so much.

Founding Executive Director
Eileen V. Quigley is the Founding Executive Director of the Clean Energy Transition Institute (CETI), which works to accelerate an equitable clean energy transition in the Northwest, and has led CETI’s programs since 2018. Eileen has researched and written extensively about a wide range of decarbonization solutions since 2009, publishing numerous papers, reports, and blogs, and she speaks regularly about decarbonization solutions throughout the Northwest. Prior to founding CETI, Eileen spent seven years as Director of Strategic Innovation at Climate Solutions, where she oversaw programs that identified transition pathways off fossil fuels to a low-carbon future in Washington, Idaho, Oregon, and Montana and advanced clean energy solutions in cities and rural areas, aviation, carbon sequestration, and the electricity grid.
