Glenn Blackmon, Ph.D

Director

Glenn Blackmon, Ph.D., was director of the Washington Energy Policy Office at the state Department of Commerce until his retirement in 2025. He led development of Washington’s most recent state energy strategy and was responsible for implementation of the state’s 100% clean electricity law, the Clean Energy Transformation Act. As director, he strengthened the staff of energy policy experts and prioritized economic justice in policy development.

Earlier in his career, Glenn was director of the Regulatory Services Division of the Washington Utilities and Transportation Commission and served as a nonpartisan research analyst at the Washington State Senate. In 2026 he received the Champion of Clean Energy award from the Clean Energy States Alliance.

Glenn received a Ph.D in Public Policy from the Harvard Kennedy School and a B.A. in economics from Louisiana State University. He and his wife live in Olympia, where they raised three children.
